When the neighborhood he grew up is affected by a severe drought, he loses his job trying to bring water supplies to his family and friends. Caixa é convidado por um colega de infância, Joel, para trabalhar na sua campanha para vereador. Joel se apresenta como uma alternativa aos velhos candidatos, que se alternam no poder há décadas.
